Zo announces that the two territorial disputes have been settled, first between Amaro Zor and Arcavat and secondly between Andur and Amaro Zor. Arcavat maintains its claim on the island while Andur and Amaro Zor divide the peninsular claim.

The Wheatvalian Republic has made an official declaration of "Get the fuck out of our Peninsula, you assholes."

Reports of torches and pitchforks approaching the peninsula have been made.

The claims are backed up by a history of Wheatvalian fishing in the region, as well as it being a popular spot for the nation's elderly to retire.

The elderly have been reported to have been greatly disturbed by "those elves" and "that there magic, it just ain't right."

The Wheatvalian President has finally been reached for an official statement.

"Now now, I can't believe this... Ruckus has forced me to take time from important national matters.

Honestly, I must support my fellow citizens of Wheatvale in their sense of outrage, but not over what is being claimed, but HOW it is being claimed. We've used the peninsula for generations for fishing and, while we've never tried to officially settle it, some of our... Braver citizens have set root on its coast. To be honest, you folk shouldn't even want the danged thing, anything BUT the coast is worthless and infested with monsters from the Mortenwood.

However, despite this, it is still land close to the people and the heart of the Wheatvalian Republic. And that it should be claimed without reaching out to us first sets a frightening precedent, one that I can't let stand. We need to rediscuss these claims. What Wheatvalian citizenry that reside on these coasts should not be subjected to foreign rule or taxes at the drop of a hat. I have no idea what Arcavat, Amaro Zor, or Andur even WANT with this land, but that should be immediately addressed for the sake of mind of the Wheatvalian people. And for the other parties involved, as well. To speak frankly, ya'll don't know what you're trying to settle. It's been tried before. That's some wicked land, and you might be sending folks to their demise at the claws of the Mortenwood's denizens.

Also, we would like to inform the Eorelan Republic that we are aware of their stance, but I would advise them to keep to matters of their OWN peninsula. Ya'll are a bit far away for this, aren't you?"

The men and women of Amaro Zor apologize - we were not aware of the history your people's history with the peninsula, and you can rest assured that, despite the somewhat prejudiced overtones of the outcry from your countrymen, we will be more than willing to approach the drawing board again.

We cannot give up the whole peninsula, as its function as a naval base is incredibly important to our nation, but we would be willing to try and bring this to a just and mutually beneficial end.

We apologize for distracting you from your work, but we hope you might be willing to attend another conference over the fate of the peninsula. Provided you are open to negotiation, we would be happy to try and accommodate your citizens and, with the assistance of you and the government of Andur, bring this debacle to a happy ending.

Zo announces that his control of the island has already been declared by Arcavat, the Eorelan Republic, Amaro Zor, Andur, and Kalvesiya.

Similarly, the peninsula Wheatvale seeks is under the control of Amaro Zor and Andur by declaration of the two states along with Arcavat and the Eorelan Republic.

Both have been ratified by treaty, and Arcavat will defend the claims if necessary, though it does suggest sympathy towards the parts of the peninsula that seem to be unofficially settled by Wheatvale's people and would be willing to offer our help overseeing further negotiations on the matter as Amaro Zor suggests.

Rudahog will continue with it's claim over the island, stating it doesn't recognise the terms of the treaty it had no part in, and when it comes to land being taken for potentially military purposes right off it's borders, it will take action, either through peaceful methods or otherwise.

What settlements we have are on the Eastern Coast. That's what we'd want, for the sake of our people. As for the rest, we've no investment in it. But ya'll really need to do more research on what you're claimin'. Might just be stirring up more trouble than it's worth. If either of ya stir up the monsters of the Mortenwood, Wheatvale can't promise that we'll be capable of helping defend your outposts.

As for Amaro Zor... Naval base? What do you need a military base so close to our coast for? Does 'Friendship' mean somethin' else in your parts? I have no issues with a trading port of some kind, but a "naval base" is much too worrying, and I'd like to think the magical types of Andur would be worried by this too."

To the president,

By naval base, I mean an area where we can dock our ships and build new ships as well. It is for the sake of building tradeships to defend our merchant caravans. We do not have much coastline to work with in Amaro Zor, being such a small nation, and need both space and resupplying ports. I assure you that we do not seek to cause you any harm, nor could we harm you if we wanted to. Trade port would indeed be a more apt word for it - a trade port and dry docks. The leaders of Andurs are aware of our intentions, and have asked that we construct ships for them.

We can certainly accommodate giving you the east coast of the land we've claimed, so long as you don't contest our claim to the west. We cannot speak for our friends in Andurs, of course, but you have my word that we will do everything we can to accommodate your people.

"Well, I reckon we can allow that, as long as some sort of Wheatvalian embassy is established in the port city, just so we can keep an eye on things and make certain ya'll keep to trade as promised. Maybe we could also turn this into a profitable situation regardin' trade, but we'd have to discuss that once your port is successfully constructed.

However, I doubt Andur would want such an incredibly cut off position, and I'm mighty curious as to whether they intended their claim to be to the Western Coast, near their borders. Andur has been our neighbor for centuries, and while I don't reckon I understand most their ways, any ally in a fight against the Mortenwood is one worth keeping. If they concede to our keeping the Eastern Coast, we may be willing to discuss trade agreements regarding their outposts. They'll have a rough enough time as it is dealing with the creatures of the Wood. If Andur is willin' to work with us, 'least we can do is help make sure they don't starve to death in the process."

The Dark hand is willing to see to it that the small communities of Kethul, especially those few with close ties to Teor Aradel, will not be disturbed. Rudahog seeks the surface land which remain unpopulated anyway, and is fine with making sure that even the land around and above the fortress-towns of the Kethul living in those mountains remain unoccupied, and would rather work with those there that are open to trade and partnership rather than force them from their homes.

The dragon clarifies that while he holds concern for the native kethúl, another concern is for the prospect of resettling the Old Hills. Teór Aradel is but a single city, after all, and there have been talks among its residents - especially the kethúl - of alternatives to the mountain home, as there are those who would prefer a quieter life to the bustle of Teór Aradel, but simply do not have anywhere to turn to.

The Eorelan Republic has declared war on the Kingdom of Theaxia, citing diplomatic insult and the Theaxian king's tyranny as their casus belli. They are already launching a naval campaign and will likely prevail over the much smaller state if nobody else gets involved.

The kingdom of Atelmour has entered into alliances with Arcavat and the Eorelan Republic.

The kingdom of Septduran has entered into an alliance with Teor Aradel.

Arcavat's claim to the uninhabited island off of the coast of Basvia has been publicly supported by Basvia and Atelmour.

To the International Community,

The Amaro Zor take serious issue with the manner in which the people of the Eorlean Republic have conducted their invasion of the Kingdom of Theaxia. While we do not dispute a sovereign nation's right to war, we cannot help but feel that the precedent set by invasions of unclaimed minor states is harmful, as it could lead to power struggles between states with conflicting interests that would inevitably escalate into an inescapable continental war. Furthermore, the precedent set by any war declared on the basis of ideology is abhorrent, as it threatens the stability of our diverse continent. These sorts of wars are threats to the peace of every nation on the continent, and are thus threats to the safety of this world as a whole.

Eorleoa has not broken any international rule, so we cannot rightly demand that they cease their invasion. Instead, we humbly request that the great powers of the continent - that is to say, Kalvesiya, Arcavat, Wheatvale, the Eorelan Republic, Rudahog, Aradel, Herinhia, Strasidel, Andure, and ourselves - convene, that we might determine what sorts of rules might govern any future conquests, and perhaps - if the attendee nations are willing - divide up the world into spheres, that those intent on empire might do so without stepping on each other's toes and causing a disaster the likes of which the world has never seen.

We look forward to hearing from you. We would propose that the conference be held in Amaro Zor, but we would be happy to attend wherever our friends and neighbors see fit.

Andúr will send one of their representatives to the conference. We also do agree with Zo's notion, it would be best to have the input of those states directly before anyone's armies stand before their borders or ludicrous claims for-flimsy-at-best reasons are established.

Kalvesiya also wouldn't mind the presence of these states, so long as the great powers are the ones doing the talking at the meeting. Kalvesiya would prefer not to attend a meeting where scores of delegates from every nation on the planet are screaming over one another. That sounds very unpleasant!

After consultation with the ministers and dehoti of the Savor, the Slovei of the Republic suggests that only superweapon-armed powers, that is to say the Great Powers of the heartlands, should sit at the negotiating table. As the conference is in part to prevent a massively destructive continental war, the Slovei would prefer that only the parties relevant to the discussion at hand take part to prevent the deadlock of a massive conference. If minor powers are to send delegations, she suggests that they not join the negotiations, and merely express their support for one of the negotiating powers.

Poppa Pilveruth has agreed to "take a vacation" to attend these meetings, on the provision that he can take his pitchfork, as "it's a long ways away" and "it won't be no threat to them dragons anyhow."

He also insists that it makes a remarkable back-scratcher, and really recommends each world leader get their own. Then, upon being reminded as to what the meeting is about, grumbles something about "them dang Eorleans" and promises that he'll "help talk this thing out, sensible-like."

Asena waits patiently in the Great Garden of Amaro Zor. The government has set up a grand meeting area next to the stream that runs through the garden, and the air is permeated with the smell of food being prepared in the kitchens. There is a table for humanoids to sit at and... plenty of open space for the dragons. International diplomacy could be difficult to prepare for sometimes.

Guests will arrive at the entrance to the City Hall. The humanoid guests will be escorted through the capitol building, while the dragons will be led around it to the garden in the back.

The Ataman of the Bater takes a deep breath, bracing herself for the trials to come. The fate of the world is to be determined today, and the lives of millions rest upon her shoulders. This will be a difficult job, but she has faith in herself. Her grandmother prepared her for this... at least she hopes she did.

Outremarian Justinianus was the first to arrive. With a small coterie of Outremic guards with bladed helmets and grey cloaks who waited outside while the king of the paladins was escorted through the capital building. He wore a simple grey tabard over his formal wear with a white-grey cloak. He smiled as he spied Asena in the garden then frowned when he noticed no one else had yet arrived.

The Tsar himself arrived next, flying down from the sky and landing in front of the city hall in all of his giant golden majestic glory. People probably stared.

He was then led around the back into the garden, where he spotted the Outremarian and Asena.

"Greetings!" he said, going to find a comfortable open spot. "I see that I am early! Zorateon the first, of the Clan Saretin, Tsar of Kalvesiya. Pleasure to meet you!"

House Durandel and formerly of the Order of the Black Spear." he said giving a bow to the dragon who's landing had surprised him, he had not heard it coming. He also gave a curt bow to the host, "Ladey Asena, I presume?"

The next leader to arrive was the Slovei of the Eorelan Republic herself, Anda Manu. The Eorelan delegation came in formal dress - their guards in plumed helms, shoulder-capes, and the pleated, skirt-like trousers which were one of Eorela's idiosyncrasies. With Anda Manu were the unofficial Eorelan Ambassador to the Amaro Zor, Irdis Han, in his gold-colored robes and hat, and the Foreign Minister Nikita Palonij, dressed in a severe dark suit. Anda Manu herself was in her semi-formal regalia as the Slovei, the traditional costume of a dehot (a robe and pleated trousers tied with colored sashes representing party affiliation) and the mantle of office, with its gold tassels and embroidery. She also wore a hat, a stovepipe which rested on her curls.

"Greetings, Tsar of Kalvesiya and Outremarian of Herinhia. I am Anda Manu, by voice of my people appointed speaker of the Eorelan Republic. It is a pleasure to meet you both, and I give my compliments to our host Ataman Asena of the Bater for this fine meeting-place."

Anyone could see Mortemia coming from miles and miles away. Even disregarding the fact that she was a giant dragon skeleton flying through the air, she wasn't exactly stealthy - her wings rattled and ground against each other as they flapped, a very distinctive sound. Why she needed to flap the wings that were obviously useless for sustaining actual flight, no one could really say. Maybe it was habit. Probably she just thought it looked cool.

Mortemia didn't even wait to be led into the garden. She just swooped right down near where they found the others, going into a veritable dive-bomb before pulling up and landing hard enough to shake her immediate surroundings a bit. Her empty eye sockets glowed with a purplish not-quite-a-flame as she stared at the few already gathered.

"Oh. Hey. Didn't see you guys down there," she boomed in a whispery, ethereal voice, staring down at everyone who wasn't the Tsar. "You're free to bask in my necrotic glory now. And, of course, a pleasure as always, Zora!"
